New MIDI bugs: a P1 and a P4

I have just logged a couple of MIDI bugs - one of which is P1/P2 borderline
but I opted for P1.

Bug #1688 P1

MIDI Note tracks can be stretched beyond the Note track boundary - making notes inaccessible

Bug #1646 and Gale'e ednote in the Manual:

both talk about three Note track stretch-cursor shapes - but I can only ever get
the one,the complete cross-hairs cursor in a box :-//

Is this a bug or is this now intentional ?

I can still get the cursors.  First you must have a selection.  Then you move the cursor into the selection and the center y coordinate.  You see the cross-hair at most x coordinates.  You get the other two cursors only near the extremes of the selection.

A couple of other issues I note with MIDI playback
(on W10 audacity-win-rd3572eb-2.2.0-alpha-16-jul-17)

1) Loop Play does not work, is grayed-out for Note tracks
I note from the commits that Play Cut Preview didn't work but has been
enabled - I have yet to test this (needs next nightly build)

2) If you start to play in the middle of a "note" in the track it does not play
either with setting the cursor and using Play or with Timeline Quick Play.
you need the play cursor to encounter the start of a "note" for the "note"
to be played/heard.

Should I be logging these two on Bugzilla ?
