RT effect window can end up behind project window

This is with Audacity 2.2.0 (virgin install) on Mac El Capitan 10.11.4.

Start Audacity and import some audio
Enable a real-time effect (I used an AU effect)
Select all or some of the audio
Open the real time effect and make some extreme settings that are easy to hear [such as a 100% wet reverb]
Apply the effect
Task-switch out of Audacity, then switch back in [this is necessary to expose the bug]
[I regularly do this when applying an effect that will take several minutes to do: go do something else then come back]
- the RT effect window is now behind Audacity
Undo the effect
Play the project
- the RT effect is applied since the effect window is open, but the user can’t see it and will likely be confused about why the effect is apparently baked into their project
Stop playback
Command-` to bring the RT effect dialog to the front
Apply the effect
- the RT dialog moves behind the project window [without needing to task-switch out and back in]

If you close the RT effect dialog then open it again it is like going back to step 4, above.

Do others agree this is a bug?

On Linux, RT effects are always on top of Audacity, which I believe is
the behaviour that we want, so yes what you are describing is a bug.
