Well, I guess 'anyone' included me.  My first thought is;
1. Amplify/Normalize to 0 dB
2. Compress the audio to attempt to make volume the same
3. Amplify with Negative Amplification to achieve the desired volume

Another option that might yield better results is to use an Envelope.  This might yield better results but certainly will consume more time.

I just finished a radio interview recorded on Audacity and I sound way louder than the person who dialed in via phone. Can you tell me how to adjust the volume so that it is consistent across the interview?

I am on a tight deadline?so anyone who could answer quickly?that would be great...
