Windows builds using Cygwin

Richard Ash (audacity-help)
Are these meant to be supported? I found I had to do several lib-src
patches and then disable nyquist and libid3tag to get it work. I'll try
and post some patches in a day or two when I've found a sensible solution
rather than just hacking at the code until it compiled for me.

I sure don't, and the releases are built with MSVC, but Dave and others
wanted to do them, so I think it's up to them to support them.

Yeah, you know, I had hoped to maintain the cygwin build over time, but it
doesn't look like I've managed to do that, does it?  :/
