system.lsp file missing from recent win-nightly builds

The file nyquist/system.lsp was present in the "23-nov" build, but it
is missing from "26-nov" and "27-nov" builds. The file is a required
by Nyquist.

The nyquist/system.lsp file was missing from the Windows project files for
some reason. I believe it is fixed at r13656.
